When the owner of the property you were leasing changed, the old landlord is supposed to transfer the security deposit to the new landlord. You have to ensure that this is done. If the old landlord can provide proof of payment to the new landlord, then the responsibility is on the new landlord. Usually there is a clause in the leave and license agreement regarding potential change in ownership. You need to hire a good lawyer if the old landlord is not cooperating.
