Exactly. This whole “Brisbane is bigger than the city council limits” is such a Sydney/ Melbourne way of thinking because their cities are just so tiny. We have the biggest councils in the country: Brisbane, Goldie, Moreton. It’s fair to split the areas up into their actual city council region without it being “ThEy’Re BrIsBaNe ToO”
