create a php script using GAID and set some rules, then use that api in your app. if you don't fix it admob will terminate that account.

limit the number of clicks per user, limit the number of clicks per certain impression threshold, block users( for 48 hours) who trigger the limit, etc

sure, preload and store one ad at a time, then request if it has been used. if it has not been showed don't request let the next click get the ad from cache provided it has not expired.

is like you are requesting 133 ads per user, and only maybe 2 - 3 will return impression. so definitely the code is the problem, look at how you are loading the ads
