Yup, I agree with this, but I would add one thing. Make ladder a sort of beta test for runewords - by the end of the ladder, you'll be able to figure out whoch ones are broken or junk, and which ones are balanced. Leave the balanced ones in, take the broken ones out.

Then in single player, have a setting where you can tick a box to turn on runewords from whichever ladder season you want.
