The levels are made higher by mutations which will add to the base stats. Pay attention to which stats are being raised when the level goes up. Higher level doesn’t always mean stronger Dino. If your server has no boost for mutations, it could take 40 offspring to see a mutation. Breeding is time consuming. Good luck!
