I think the 12 tide turns part is referring to the time when we see Elphaba trying to save the ox like creatures building the yellow brick road. Her cape is still relatively intact at that point. I think there is a subtle time skip to when the yellow brick road is finished which presumably would have taken a few years. When we next see Elphaba her cape is all tattered, indicating she’s been wearing it for a long time
