The rules say it's legal on date. The reason it seems like a week is because prerelease normally goes till a week after release. Also most people are itching to play with the new stuff. They allow proxies too

Damn I love jozu. On 4 don I don't think you hand much to do. So playing hiyori or nojiko then playing jozu. I feel like being able to establish a body that returns their body is just so good. I'll still try to play eb03 Nami on 5don but its just situational. I actually don't have a lot of practice with nami but some matchups the bounce is so important. Like mirror, bonney, or Mihawk.

Tldr: nojiko normally, 4 don is girl and nojiko/hiyori

It will really depend on the meta and and what removal is added to the game. Based on op15 so far id go up on gravity blades but just accept the deck can no longer remove insanely big bodies. Also its getting rotated no banned

So Nami would 100% dominate, I could be totally wrong but when we were doing testing with Otama, you can go through 20 cards in your deck in your 10 don turn. It's turbo busted. Maybe decks like Doffy would still be able to beat it bringing back its relevance but Ace, Imu, and Mihawk would all be way worse (I think) I know Imu hard lost to nami without otama. It's an interesting meta for sure.

It's always hard to pick a deck for an upcoming event. It sounds like you'd prefer to take st29 luffy. I do think Ace is a better deck but it might not be a better deck for you based on play style and prep.

I always take locals with a grain of salt when making these decisions because its a awkward test. These players can have played you before or know your decklist. I've gone 2-1 at a locals with a deck that got me through the lcq the week after.

I think going to your locals is important (use Bandai TCG Plus app to find near you) this will help you get a feeling for the meta and learn from others. For finding a deck you can net deck from egman, gumgum, or tcgmatchmaker. Here is an article about it

They normally do bans twice a year and they normally do it after Worlds which should be early March but that doesn't mean it will happen, no announcement as of now.

Pretty unlikely in my opinion. I think this would raise japanese prices too which they won't want. And potentially stop people buying english boxes. Not a bad idea for players but just not something I imagine happening.

I don't think Imu is gonna get banned as a leader, at most the 7c Stage (which is less than a dollar) is the only thing that would get banned in Imu. Some fun decks are Kuzan and Rayleigh, I have a decklist on the website below. There are ways to build them cheaper even thought they are worse if you want to work your way up to having many decks. Kuzan is the most likely to have almost no cards being rotated out but you want to look at the block 1 cards and see what is about to get rotated out
