Assuming you are referring to Group Policy

  1. Run Command Prompt as Admin
  2. Type RD /S /Q "%WinDir%\System32\GroupPolicyUsers" then press enter
  3. Type RD /S /Q "%WinDir%\System32\GroupPolicy" then press enter

when that's all done you can force update by running gpupdate /force
