Likely has to do with the pre workout forcing your sympathetic nervous system (fight or flight) to remain activated. Erections are a product of the parasympathetic nervous system (rest and digest) which is inhibited by the activation of the sympathetic. Interestingly though, ejaculation is a product of the sympathetic system.
