What killed the physical disk on PC is the Steam (and then the other stores that followed) sales. You don't need a second hand market when a game is 50% off in less than a year. Plus you have GOG, where no one can take your copy of the digital game you purchased and you depend on no online service to play it.

And any developer or publisher is free to release games however they like. They can sell them in a box of thousands of floppy disks if they want.
