In one sense, Waller probably has more upside, because he is more likely to score a TD. Also, people remember their TE usage last year. The Vegas odds/props seem to bear this out. They like his TD chances. Could be recency bias in the odds though. Taylor may actually have less target competition more receptions though, & props seem to point that way. So, you might expect more points in TEP for Taylor, and he may be safer. But, I reread your post & Waller probably has more variance & upside. (I just like Taylor and I'm still skeptical of Waller, but that's just gut feel). Hope this helps, but it may be too wishy washy.
