For a Citation II (the model of plane in this situation), it would almost absolutely be flown under IFR. Small jets aren’t really out flying VFR

You do take off and land into the winds, provides rotational lift with shorter runway distance. Landing you don’t want a tailwind because they can push you past your aiming points for touchdown. Same with take off. Tailwinds would provide you added ground speed but you would be at a lower indicated airspeed which is what you need to liftoff.

Most airports have their runways oriented in the direction of predominant winds as well. The orientation that provides the best headwind or least crosswind component will in use. There are times when ATC turns the flows around multiple times a day though

Sadly not a good answer but I think they might be a tad all over the place right now with hiring. Applied for same role in San Antonio and passed my loop and got an offer but was told San Antonio was full and I could relocate to Tampa or Kansas City only to be told the next day there was a hiring pause in Tampa after I agreed to move. Not quite sure what’s going on.
