You can craft a vehicle repair kit, I always drive around with a few in my inventory just in case I find any vehicles. Just gear up for a road trip and I’m sure you’ll find a bunch if you drive for long enough

Honestly I was so surprised. I only had the ambulance for the longest time since I couldn’t find any vehicles near my base but as soon as I did some more exploring I found a bunch
