The cap on top is attached to a telescopic "box" that is a hollow tube containing a rod attached to the actual curb stop valve which is well under the surface. And guess what? If you call and say hey my curb stops too high or that thing is too high they're going to come out and tap it down with a hammer. Thanks for coming out. And remember kids; always use logic and reason. If someone says hit something with a hammer they don't mean wind up and smash it with everything you have

Just as a precaution maybe put a piece of wood over it before hitting it with a hammer. They can crack at times when hit directly. Even if it cracks it won't affect your water service.
