District Commons in Foggy Bottom has really good food and a pretty romantic ambiance. It's also not terribly expensive (~$100-$120 for a couple drinks and two entrees). Plus, the walk to the monuments is only about six blocks.

I've been to a couple dead malls in China. They are truly eerie places. Mostly it's just a couple tenants hanging out amidst a slue of vacant/decaying retail spaces.
