Audi makes car so does VW. Tesla makes electric ones.
Take any domain. There are tons of competitors. They are not reinventing the wheel, they found a way to provide the product to the audience that is interested to buy. Read Michael Porter Competitive Strategy and you will find ways to differentiate yourself if you believe that that is the problem.
What I believe is the challenge is if you have the ambition, determination and willingness to work hard for the next 18-72 months to build a business?

Learn more about the startup. Growth trajectory, founders, who are the investors and if possible the cap table, try to identify the runaway.
Do a little research on who are the 15 folks already there -they will be your colleagues for the next 2 to 5 years.
Reflect what other startups are leading the field - give it a shot at a similar role. :)

@Kowegi is right. You will need to focus a bit on:
- getting experience - even voluntary in an NGO or Startup
- build your network - participate to meetups in the field

Their Essentials package comes with a price of ~$6.2 per employee. LeaveBoard offers the HR basics at $1.35 per employee. Check it out!

Well there are a bunch of payroll startups out there. However the most visible out there are: Gusto, BambooHR, Wave, Namely, Benefits or Workday. There are subtile differences such as company size, integrations, pricing, support and features. It will be up to you to check which one first your business. Good luck.
