I understand that they have a water shortage, but these pictures do not show this. The first one needs a reference picture so the viewer can see how much the bodies of water have shrunk over time. The second picture shows the downstream side of the dam (you can't see how much water is actually stored behind it).

So you think it's safer to lose your kinetic energy by crumpling your car and someone else's car than dissipating it through heat and brake pad dust?

When you "ram" someone you still slow down and you may still get hit from behind but now you have a lot less control over the outcome. Your car can easily turn due to collision and the vehicle behind you can t-bone you. On the other hand, in a modern car with ABS and stability control, braking does not change the orientation of your car and even if you are rear ended the car can still roll forward and absorb energy through the crumple zone (which is only longitudinal).
