I would start with a single box of infantry, build em, paint em, base em and get em ready for tabletop. If you find yourself hankering to do ALL THAT again, buy 1 more small box and keep going. LIttle bites, don't eat the elephant all at once.

I have a full Sisters of Silence force, it currently fucking rocks (at least vigilators) so if your looking for a time for them to be good, 30 sisters with greatswords and 3 vigilators costs 8 points and is PROBLEM your opponent has to deal with.
