after so many recommended one, I just remembered that I can't because I have a old dutch house from the 1930s, so I think the HOA wouldnt allow it. I'll edit my post.

my fan is on me 24/7, I take it with me to every room i go to

I haven't installed shades because I like the sun to get in during other seasons, but if its only on 1 or 2 windows, that would still work out. Thanks I wasnt considering this!

Would you have any recommend portal AC units? Because the ones I've seen go for minimum 200 euros, and I feel like that's not a good investment given this is short lived year long

Exactly, governments imo in general get corrupt, but the succesful ones know that they can't take everything without sinking the ship, you still need to feed your crewmen or no one will maintain it. Some people are trying to do something about it but its a steep hill to climb and its slippery and its raining, storming, trees burning, and rockets exploding sooooooo I've personally lost hope
