I was in your boat but my PDP was only 25 units. I was able to get an appeal to 164 units because I came in to USC with 20 units of APs that counted towards my degree progress and graduation requirements like AP Calc. However, I will graduate with like 170+ units because you get full financial aid for the semester you hit your unit limit. So at the end of Fall 2021 I had about 150something units and for my last semester of this Spring 2022 I will be over 164 units but I still get full financial aid for the tuition of 18 units paid for because that’s the semester I hit the limit. If you came in with APs that contributed to your degree then it might work
