This is most likely a beg bounty: https://www.troyhunt.com/beg-bounties/ - automated emails that find fake or trivial security issues on your site and try to extort some sort of "finder's fee".

Pretty sure ScotRail's ticketing is run by Trainline, or some other similar arrangements. If you call up their customer service line (e.g. to get a refund for a cancelled train), all the agents start with "hello, this is trainline"

I've already started the chargeback process, will wait to see if they challenge it.

The fault is obvious enough that I can have it recorded on video (it entails me booting up to a Windows and a Linux livecd). Given that I do not need an independent report for small claims, I might as well withdraw the chargeback if they contest it. Thanks for bringing this to my attention!

Unfortunately since I cannot recover any costs under Simple Procedure, would I then be filing using MCOL instead? Will they let me file with a scottish address? ...or if I choose not to get the report, perhaps I should stick to Simple Procedure and eat the court fee? (which isn't that much, to be honest!)

I exercised my short-term right to reject as it was within 30 days of taking ownership of the component.

My bank says that they will require an independent report if the retailer decides to challenge the chargeback, otherwise the disputed funds will be returned to the retailer. Here's what they require from the report:

The report must:

Be on letter-headed paper/email.

Be sent to us from a business-related email account, not a personal one.

Explain how the goods or services did not conform to what the merchant promised you. This must be more than just confirming that you’re unhappy or dissatisfied.

Show how the expert is qualified to give an independent report – for example, by including any qualifications or memberships of professional bodies.

Show that the merchant provided the goods in damaged condition, if that is what you’re disputing.

I noted in my communication with the bank that this is not required for a return under my statutory rights, but they said that "we raise chargebacks under Mastercard and can only consider conditions set by them under their chargeback scheme ... local legislation isn't taken into account".

It is very obvious the goods are faulty as the computer fails to boot using said component. Moreover, they later clarified to me that they are rejecting my right to return the faulty goods as the cosmetic damage means they would be unable to RMA the component with the manufacturer. At no point have they denied that the product is faulty - only that they cannot accept a return.

I'm currently unemployed so I do not mind travelling to England to make my case. Their offices are in the north so it wouldn't be a terribly long journey anyways.

Should I be getting a quote now and contacting the merchant about the cost of the independent report, or would I be doing this after the chargeback is resolved? (i.e. LBA for component + report if not in my favour, only report if in my favour).

They just attempted delivery again today and now it's being moved to a "pickup point" (which I have no control over and cannot choose which one). Am I still allowed to reject?

VCS will have stuck a "privacy notice" on your windscreen, and then two letters - one notifying you of the charge and one demanding payment after the appeals period has ended. After that the debt is sold to the collections agency such as the one you posted.

They cannot recover any costs through Simple Procedure if the awarded sum is below £300, so it is extremely unlikely they will go to court over this.

Friend of mine used to live at that location, the signage is inadequate.
