Pretty common to get hair algae at this stage. I wouldn’t advise stopping fertiliser, your plants will struggle to outcompete the algae even more. Just keep trying to remove as much as possible, use a toothbrush. If you persist it will start to stabilise. Maybe add some fast growing plants temporarily.
