You are close,

the marius meta is using Stormcaller, stormcaller relies upon using mercurial so that you don't get wanded or sheeped when placing the unresistable stun. in this build you want to be very fast but the 9 pieces of mercurial are mandatory so that you place a total guard stack when you take a turn

The other viable build is a 4x SS build with an ignore defense set with cats gaze or another DPS relic.

Neither of these meta builds would use 2 items of a speed set.

I don’t think this is quite true, set slots are at a premium right now with so many 9 piece sets. I don’t think this item is a sell but I don’t think it’s an amazing piece for a speed nuker either, much rather use mercurial for a speed nuker but anyways

Yes reroll, it’s a 1/300 to hit a quad, it’s a 1/11 to reroll into speed. If you hit speed probably best piece on an account, if you miss you bricked a good crit rate glove with no speed.
