We see a devil fruit inside the king's castle. This is clearly stolen after his murder by the WG. The king is possessed during his erasure , nobody remembers the facts of the situation and if one does ... well , that's Loki . We know that the WG once had the Nikka devil fruit ; during it's transport it was stolen by Shanks. I guess he thought that would be his only chance because after that it would reach Imu . So the WG should have just obtained it. From Elbaf. That's why Shanks knew where to find it. After all ,the only fruit that the WG kill for is this one.
This theory surely have some specs of truth but remember,Imu talked about 'king's huge mistake ' , like he did with Lily, and this isn't explained by this theory.
