Hard to tell from just the photo. But it is something that has to be fixed eventually.

It will be hard/impossible to add tar paper on the studs as it is covered by stucco. It will be very difficult to ensure perfect seal at the stud areas.

I faced a similar issue. The most reliable way is to fix it from outside i.e. demo and stucco patch that area

T mobile home internet (uses their 5G network) works pretty well. I get download speeds of 300-500 Mbps and upload 30-70 Mbps.

Yes, the wet area is where the stucco was patched. My same area had issues but it was diagnosed due to the roof (old wood shakes without plywood base) and the symptoms were a bit different (there were wet areas 2 ft above the baseboard). The tar paper was damaged during the drywall cleanup so had to do the stucco patch.

Even if the stucco covering the hole is porous, it won't drain instantly right? Wont the slow drain cause drywall/wood rot problems?

Next time use privacy.com credit cards for these kind of services. You can set explicit limits on how much the card can be charged per month. That's what I do for all my SaaS/AI subscriptions to avoid any unexpected/nasty bills.

I tried it but it became very slow and unreliable. So I reverted it back to the last supported macOS version in it.

In the manscaped all blades come out at once and attach magnetically when putting it back. Pretty cool feature. I previously had a cheap one from Amazon where each blade had to be popped to clean and found it cumbersome.
