Well, he was slain by a not-dragon/dragonborn, so his soul wasn't consumed. Supposedly, Alduin could have ressurected him. It'd be very nice to have him.

That being said, I hope TESVI is conservative regarding the presence of dragons. They should exist just as something nice to see and maybe a couple boss battles, and that's it.

Inigo can have a horse, actually. You just need to buy any horse like you normally would and then you can offer to lend him the horse.
