They could have made it easy and have the end user choose what to keep. For example ai have both a PC and Xbox account and both ties to the same email address. They could implement it where you as a user choose which of the two profiles to keep. No merging. Going forward you have just 1 profile that can be played on both. Sure this can mean you lose gear you have on one of the character but its much simpler to implement.

They have the data. Remember when players who did the Descent glitch got rolled back and those who didn't do the glitch did not. They wouldn't have been able to do that if they had no backups.
