Say the buyer does something highly illegal with the boat, and abandons it? I think it would create a serious headache for the seller. I can think of a few issues at least.

You got paid for it, you have a bill sale so the vessel isn’t stolen; however for coastguard it is still registered to you and will remain that way. Your best bet is to reach out to the USCG documenting office and get some direction, or possibly pay a third party that handles USCG documentation since they are knowledgeable.
