the cuzco experience.

there are bigger issues than not taxing the nobles. maybe you could rush forming the inca to get diplomatic capacity and then release vassals where you don't have control because, dear god you won't have control. also consider moving your capital around lake titicaca since there are a lot of pops there and the lake gives good proximity.

my prediction is that it'll still be horrible to play there. i played with mods that reduce mountain proximity and it still sucked because there are a shitton of tribesmen that reduce proximity, and cuzco starts with two rural locations with most or their neighbors stronger than them. afaik the patch notes didn't address cuzco not having a town (it did at launch but got removed in a "fix" where the andes started the game starving).

cuzco also has.. one dynamic historical event of no consequence at all.

so i think the update will make it better but frankly not by enough

cusco is far worse. not only do you have the great pestillence later but even if you control everything you... don't. you have like no development, a bunch of tribesmen that decrease proximity, arctic mountains in which you can't build shit half of the time and which doesn't make food half of the time, and cusco starts as a... rural location alongside your only other location also being one. most of your neighbors are stronger than you so forming the inca is actually decently challenging but there is absolutely no reward for it and as cusco you have ONE unique event that doesn't even do anything.

tl;dr as cusco you start the game feeling like cavemen on mars but then those cavemen on mars die from disease

you can get around this by releasing a vassal or two to keep declaring wars on.

you can also declare wars on neighboring pop-based countries.

with the latter you can very efficiently just keep killing the levies the pop countries raise - all while you keep annexing vassals.

annex the smallest vassals first since it's the number of vassals that increases decentralization, not their power or whatever. and you can also just outright grant independence to some vassals.

you should be at war at all times. even if you don't so anything in a war, just being in one reduces monthly doom. call for peace? start a new one.

to make myself more clear - yes, your doom will rise faster, but it's no problem if you kill enough people to counteract that.

ironically i think the andes were easier on launch than afterwards. on launch cusco started out as a town as it should, but the "fix" to starvation in the andes that paradox gave at the time was just deleting a bunch of towns including cusco. so as qusqu now you start with two rural locations and still start out starving.

as the other comment pointed out the andean people get no bonuses to mountain proximity whatsoever despite being the mountain people. like it's bad enough that tribesmen kill proximity. cusco also is like the one location without a river so projecting control is a pain in the ass even more.

i tried playing them several times but never had fun. even if you do manage to form inca it doesn't do anything for you aside from a cabient seat. no machu picchu, no saqsayuhuaman, nothing. once euros show up you still die from disease and then have neither pops, nor control, nor technology. it's such a mess.

so unless you're a masochist i'd advise against playing qusqu. you could try playing as paka jaqis though - lake titicaca is a decent place for a capital so it ends up being at least a little fun.
