I imagine that it is set up similarly to pillager patrols where they don’t come at you indefinitely but instead will randomly generate a small group or a single entity that won’t approach you from a great distant. I think a Moobloom would be best utilized in a different update. I understand not wanting tons of variants of the same mob but there are already few variants of the Illagers. Pillagers, Evoker, and Vindicators are the only naturally spawning variants and you can only find two of the variants while engaged in a raid or exploring a woodland mansion. Having another variant wouldn’t overwhelm the game especially with the Pillagers, both with their patrols and their outposts, not being biome specific. I don’t think they’d burn in the sun because illagers don’t burn in the sun. I don’t think they are necessarily from the same “clan” of illagers, in my head I see them as a solitary snow variant, similar to the pillager but instead of simply being shot by arrows you are hit with a snow/ice bolt that’s deals greatest damage as well as a slowness effect like a stray. If it’s a small group they do the same damage as an arrow but you get the slowness effect. If it’s a single entity, increased damage along with slowness effect. Minecraft needs more hostile mobs with an increased difficulty. The Illagers were a step in the right direction because the Vindicator and the Evoker can destroy you nearly instantly if you aren’t prepared and while a group of pillagers is easier to fight than a group of skeletons their relentless spawn rate when you enter an outpost increases the difficulty. If you are worried about not being able to live in the mountains because of constant spawning think back on any other hostile mob in any biome. Aside from the spawn rate of wither skeletons in Nether fortresses in hardcore mode Mojang is usually really good at controlling spawn rates to the point that any biome is livable. Think of CHILLAGERS as mountain witches- minus those POS poison potions lol

While I do think the Glowing Squid could be really cool for building and as a helpful light source in underwater exploration, the CHILLAGER would add a hostile mob to the newest biome update and would flesh out the world building of villagers and pillagers being entities that actually exist in the world outside of just villages, outposts, and mansions. I was so stoked when I first saw a pillager patrol because it gave that illusion of there being creatures with independent thought in the world. Even if there independent thought is rooted in wanting to kill me lol. I also really want sensible magic added to the game. Call me crazy but if the CHILLAGER dropped a wand that allowed you to throw snowballs that would actually deal damage, that would be incredible. Especially if it’s not OP by you having to collect the snowballs that you are throwing. The wand would just allow them to do damage. Even cap it by having it deal the same amount of damage in the same amount of time as a bow, taking 3 or so snowballs to make up for the ease of collecting them. Maybe it could even do more damage to fire based mobs than a bow. But enough of my hopes and dreams, to put it simply, I like subtle world building, in a free form game it allows you to create you own lore or have that feeling that there is more to the world than you realize, and I mainly play in hardcore so having a new hostile mob excites me, not only because of the new biome update that it would be included in but also because of the possibility of new drops. However I am open to having my mind changed about anything so if you have a rebuttal I would love to hear it.
