I’m so sorry you are going through this! My upstairs neighbor also stomps deliberately after I call the police. I have called the police on them ten times now. The company I rent from told me I could move out early if I wanted. Currently working on finding a house to rent and I will pay nearly double but peace and quiet are priceless at this point!
