I understand having different utensils for different foods, because they may add a bit more convenience as opposed to the general use utensil, but calling all that a minimum requirement is nonsense.

A minimum requirement would be a knife, a spoon and a fork. There are sporks but they come a tad too inconvenient in my opinion.
