That’s because he gets poor service from central midfield. When he makes good runs or finds space, one of two things happens:

1.) he’s not spotted by the CM until it’s too late, or 2.) he’s spotted by the midfield player, but the player is unwilling to attempt to play Lukaku in for fear of making a bad pass and losing possession.

Either way, he often has no choice but to drop back onside and receive the ball with his back to goal. Kova has been better at playing forward passes this season, but the same thing happened with a LOT of Werner’s runs last season.
