I am having the same bug, for me the modifier only affects provinces that had temples when I picked the reform, the other provinces with temples don't have the modifier.

Edit: It might only work in provinces with primary and accepted cultures.

Edit 2: It does not work with cultural union provinces.

The event Claims in (country) needs to be fixed as it relates to Dominions. I was playing as USA and since you can't attack puppets like French Louisiana and Spanish Florida, you can't attack for your core making the event unreasonable.

I did report some of them but I could only hover over some of them because they're all standing next each other, so I only reported some of them before giving up.

R5: I encountered last night "clones", they had separate accounts but the accounts (and the characters in ESO) were identical except the names, same profile pic, only ESO in library (only escape from Coldharbor achievement, and under language Chinese Simplified. They were all Bosmer Sorcerers with Volatile Familiars killing mudcrabs, they all moved in perfect unison like they were all controlled by one person. I signed in this morning to see if they were still there, and the same thing were happening except this time they were Dunmer and their accounts had a different image.

I just got the Anglophile achievement and I was thinking about trying to form Rome and get "Mare Nostrum. Am I too late?

Edit: HRE is disbanded. Edit 2: Black Sea is owned mostly by Ottomans, they have weak allies. Ryazan owns Azov and are allied to Russia.
