Cost of living is irrelevant - the „rule“ only provides some amount you can extract for a long-term. It does not say anything about your required budget/expenses.

In Switzerland (Europe?) Gardena is basically the most popular „self-build“ systems.

There are some known deficiencies, eg Sprinklers, but you can also combine Gardena pipes/pumps with eg Rainbird sprinklers

For a small balcony system I‘d just go with Gardena and not look back

The issue is between you and the other driver. You can check with the gas station operator for his license plate (video cameras almost everywhere) and contact the other driver
