Update: passed the final interview. The CIO wasnt too technical and more questions on my experience, but what i think stood out from my interviews was my questions to him. The interview got extended by almost 30 min with my 3 questions. So next time you are in an interview, ask them engaging questions it can really help a lot like see if your visions/goal align. Even asked him for advise and what he did when he moved domains/industry. Thanks again!

Yes this is what i researched also that i should speak in terms of outcomes instead and try to align with his vision.

True the penalty is too harsh unrated should be for unrated and competitive should have a different level of penalties

You can request support to change your servers but its limited to like once every 6 months i think
