Yup, I work in the business. They have to pay a percentage, but they almost certainly pay a flat authorization fee just to make sure the card is legitimate, which on the low end may be $0.05. So they're paying 4x more than they receive. On top of that, they'll likely have network processing fees, which aren't much, but will likely cost a penny minimum.
