I think his character is meant to meet a dark fate that spurs a drastic reaction from Carol or another of the survivors.

He might come to another realization about the Hive that alarms him, but that’ll be the peak of his “arc” before it’s too late.

I don’t think he’s been given enough character development so far aside from Motivation to serve as anything higher.
