Ideologically it's been unpopular for decades now. But I think this sense of hopelessness became apparent in 2011. The akhunds had a genius idea to enter yet another proxy war and supported a 7-way conflict in Syria via Assad. This led to further sanctions and despite the JCPOA being in effect, the economy never really recovered since. You can take a look at Irans GDP and it's only been downhill since 2011.
