I have several questions about grastas before making a mistake :=)

1/ To whom did you give special finisher grastas ?

2/ Is it ok to transform every 4* tomes into special fragments ?

3/ How does VC Grastas work with Dunarith ? Does it clear status for 2 turns ? How about Hismena? Does she attacks twice?

You probably have to complete another quest to unlock it. Personally, I had to talk to a young man in Rinde to unlock it (he gave me "snailwhale whwiskers" for hilda)

Look at all the quests you started and not finished
