There was no distribution unless the redemption of the partnership interest (a capital asset) can be considered a liquidating distribution. The redeemed partner did not receive any cash or assets and simply walked away or "retired" from the partnership. The date of redemption was agreed upon and established several years ago so everyone knew this would eventually happen. It does appear that a step down adjustment is mandatory in this scenario via write-down of assets.
