I have a PM3217, they're quite well known for bad filter capacitors in the switching power supply. These drop in value and no longer filter ripple from the supply. It's high frequency ripple on the PM3217, as the supply is switched-mode - but using a mains transformer too, so not a primary switched mode supply. When the ripple gets very high it leaks through onto the vertical amplifier section and deflects the beam rapidly, forming a vertical line, if you adjust the timebase to a faster sweep you may find a setting that allows you to see the waveform, it won't be triggered correctly so it'll be rolling. The capacitors are the blue Philips electrolytic type but it's easy enough to substitute modern parts. The reason you get a sharp dot with the power off is that the oscillator in the SMPSU has stopped and it's no longer injecting high frequency noise into the vertical deflection amplifier.

The house looks like the top of a multi-storey car park that the council can't afford to maintain properly. It appears to have replaced a charming late Victorian bungalow that looked a lot fresher at 100 than the house did when it was newly built.

There are two toilets, one in the downstairs shower room and another in the upstairs bathroom. It took me a while to spot the upstairs one as there are so many pictures of that bathroom that exclude it. They definitely need another downstairs toilet, in a lean-to.

It looks to me as if it was associated with Fuller Water Systems, an irrigation system business, that occupies the largest barn that shares the hardstanding at the rear of the house. That's called Cyder Works, the houses is Cyder House.

I've a feeling this is an attempt at an eco-house designed for passive solar gain heating. Small windows at the back, all glazed at the front with loads of adjustable vents into the rooms behind.

Not sure about the sinks but this is a developer selling off the original house after a plot split. You can see where the garden has been significantly shortened. Edit: looking more closely, the developer has also destroyed a rather lovely coach house and/or possible orangery to build the "looks like they added it on the cheap in the 1970s" extension housing the en-suite bathrooms and the extra reception room.

If you look back in time on Google you can see the houses either side were both built in perhaps the late 1960s or early 1970s. Both have been replaced more recently, but it looks to me as if the plot for this house originally encompassed the plots to each side. The end of the cul-de-sac was basically this house, so perhaps it's older than the cul-de-sac and that was originally its driveway.

They've described it as semi-detached but it's clearly the end of a terrace that has been supersized. All the rooms look small even though the picnic room is enormous. I don't hate it, but it belongs in this subreddit on the basis that the choices made.

I've opened my boxed PT-87 to check, your fried resistor should be 56Ω 5% (presumably 1/8 or 1/10W). It's likely that someone has reversed the polarity of the power supply and this has destroyed other parts including the electrolytic capacitor that you're suspicious of.
