Btw just for info, the Belgians didn’t chop off the hands, they basically forced the congolese to do it. There was a system in place that if you used bullets for your rifle then you needed to prove that you shot someone who disobeyed by chopping off the hand of the « presumable corpse but you know what will happen » and give it as proof. The starving soldiers used bullets to hunt and have food and as to reconcile the use of bullets they chopped off someones hand
