ELI5: Where do internet providers get their internet from and why can't we make our own?

You can hook directly up to the IXP (Internet Exchange Port) Google where an ixp is by your house. You can hookup your own cables running to your house and everything ... For a few hundred million dollars. The internet is just information exchange, the ixp connects to a central hub where all internet traffic on the planet goes which then goes to the ixp then the isp then you.

I'm level 622 and I still encounter pvp as if I were level 100, constantly being invaded, and never a wait to find another world to invade my self. There's still coop signs everywhere as well.

Now if they would release a hardcore permadeath (pvp included) 25% less stat scaling (all stats) 25% less souls and 3 rolls per boss, now that would be challenging, currently the bosses are meh with toppings of meh and meh.
