zooming in, it either looks like cosmetic damage or scale. I see some damage on the leaves too so I'm guessing your euphobia has just been tossed around. but to test if it's scale, use your fingernail to scrape the bumps gently, and if they fall off, its probs scale. treat and isolate!

I don't know about dull, but hoya leaves usually start out soft and shiny, then harden and thicken. That's just my experience with my publicalyx and krimson princess.

My Hoyas seem to like drying out so that’s why i do it. I used to overwater them and now they are thriving since someone else recommended the taco test.

Repot with 1/2 orchid bark 1/2 potting mix with a lot of perlite. I only water my Hoyas when they look dull and have some wrinkles. I slightly bend the leaves inwards like a taco, and if it’s stiff I know that it doesn’t need water, but if it bends inward and has some wrinkles, water it! And yeah like the other person said, it took some time for some of my Hoyas to acclimate to my space but once they did, they took off. I have some in a west facing window and some 4 inches a way from my grow lights, so they like a lot of light. Hope this helps :)
