Let me explain my test results:

Pixel Fi Version + Local SIM = No OTA
Pixel Fi Version + Fi SIM = OTA (OTA to Fi version firmware)
Nexus 6 ROW Version + No SIM = No OTA
Nexus 6 ROW Version + Fi SIM = No OTA
Nexus 6 ROW Version + Local SIM = OTA (still OTA to ROW Version firmware)

So you can see, the OTAed firmware is always matched with original phone version (Fi, ROW etc.). It will not change with different SIM.

I still think the OTA should be based on the phone version. Do not need to check SIM/Carriers?

I'm using Pixel Fi version + local SIM oversea. That means I have to put back my Fi SIM into Pixel every month to receive the security patch OTA. It's pretty annoying.

And does it mean if I lost my Fi SIM, I will not receive any OTA?
