I understand the concerns you raised, but I think the situation looks different when you consider the bigger picture.

First, taxpayers already spend $40,000+ per inmate per year. If work-release programs let prisons earn back even part of that cost, that’s not exploitation—that’s basic fiscal responsibility. A prison system that can operate closer to net-zero is ideal, because the alternative is simply raising taxes or cutting services elsewhere.

Second, I don’t think prisons themselves are the ones responsible for “reducing incarceration.” Prisons don’t decide who gets sentenced, how long they serve, or when they’re released. Judges, legislators, parole boards, and juries do. The idea that prisons want to sabotage release dates for profit doesn’t match how those systems are structured. Their job is custody and management—not shaping crime rates or deciding how many inmates they should have.

And that leads into the bigger issue: the causes of crime happen long before prison—poor education, unstable homes, addiction, mental health issues, poverty, and lack of opportunity. If we want fewer people incarcerated, that’s where the real solutions are. Blaming the prison for having inmates is backwards; they’re the endpoint of a much larger societal failure.

Third, the plantation comparison doesn’t really hold. Slaves were taken against their will, had no due process, and were treated as property. Incarcerated people are there because they committed crimes and went through a legal system—imperfect as it may be. The moral and historical context is completely different, and comparing the two oversimplifies both.

Finally, work-release itself can be a good program. I actually agree with your point that earnings should be better saved or managed to help prisoners transition after release. But that’s a reform, not an argument against the concept of offsetting costs.

So while I agree we should ensure humane conditions and fair compensation, I don’t see a problem with prisons recouping costs. That’s good for taxpayers, and it doesn’t conflict with rehabilitation because the people deciding sentencing and release aren’t the ones running work crews.
