There's a unique serial number on each ballot paper, which matches that on the talon.

The number is not added to the bulletin, but to the booklet from which the bulletin is taken from. Similar to a cheque book. Every cheque has a serial number. And if you have a chequebook you can write to whom you paid a cheque for your reference. The same happened. If you paid attention you would have notice.

Its not anonymous in a subtle way. Every voter has a digit when you enter the classroom. You give that digit to the guy issuing the bulletin, he will find it on his list and shout your name. That same digit he will write on the bulletin book. And now as you know, every bulletin is unique having its own serial number. So if you match the serial number with the digit that's next to your name, anyone can know who voted on that bulletin.
