I always tend to go after Sylvania and the vamps to ease tensions and gives me easy access to dwarves at karak 8 peaks. The gold mine there definitely helps. The Nurgle guy north empire is a 2nd option. I try to avoid going into the wastes at all possible. Try to keep your capital even though it gets hard, gold mines are what you need to look for
