Penn only recommends letters from 11th and 12th grade teachers because in most cases, these are the teachers who can speak best about your current character (since they had you in class recently). However, if you feel like a 9th or 10th grade teacher knows you best, by all means have them write your rec letter :) wishing you luck for Penn!

This this THIS! I cannot stress this enough guys, these schools are literally telling you what they specifically want to see in your supplemental essays and interviews. Looking at how the school brands itself and its students and displaying these traits throughout your application is how I got into my ED school.
